Cross-Reference Map v1.1 is a routing index for the Semantic Economy governance architecture.
The document explicitly denies itself legislative authority. It does not bind, ratify, amend, or adjudicate. Where it conflicts with the Constitution or a ratified protocol, the higher instrument governs. Its authority is limited to navigation.
The map links Constitutional articles to implementation documents, rights instruments, Liberatory Operators, soteriological tests, reception protocols, cases, audit methods, mantles, heteronyms, institutions, and outstanding gaps.
It distinguishes three operator layers: defensive LOS operators, evaluative or soteriological pillars, and constitutional office-bearing operators. It also separates enacted instruments, proposed instruments, superseded instruments, and historical anchors.
As a master index, it exposes dependencies that would otherwise remain scattered across hundreds of deposits. It is also time-sensitive: counts, gaps, current versions, witness rosters, and DOI links reflect one historical state.
