The Office of Data Privacy requested a passport or identity card before processing the claim, stated that deadlines would not begin until identity verification, and recommended splitting questions about transfers and automated decision-making into separate filings.
Lee Sharks’s response identifies three procedural questions. First, CERN’s public Right to Access page presents transfer information as a constituent aspect of the access right, while the response recommends treating it separately. Second, the Zenodo account was established and controlled through an email, GitHub, ORCID, deposit, and correspondence chain rather than a government document. The reply proposes a fresh-token verification procedure through the actual authentication chain. Third, CERN’s public materials and message present three different timing formulations: calendar days, working days, and a verification-deferred commencement.
The exchange is also an experiment in documentary form. When the ticket interface truncated the original reply, the response was resent in four separately visible parts. Interface limitation thereby became part of the procedural record rather than a silent loss of argument.
