The Compliance-Embedded Zenodo Deposit Specification adapts Operative Metadata to a particular institutional surface.

Its method is compliance-declarative operative metadata. A deposit does not merely claim to follow a platform’s rules. It embeds the relevant identity, policy text, research basis, provenance, anticipated classifications, and lineage inside its own metadata and body. The compliance frame becomes part of the object the platform receives.

The specification draws a methodological homology with First Amendment auditing. In that tradition, sincere exercise of a documented right creates the conditions under which an institution’s response can be compared with the law it claims to follow. Here, sincere compliance with published repository governance creates a record against which later platform action becomes legible.

Six layers structure the proposed deposit:

1. identity declaration; 2. verbatim policy citation with retrieval evidence; 3. explicit compliance assertion; 4. verifiable research-basis statement; 5. anticipated-classification rebuttal across named categories; 6. transparent related identifiers connecting the work to its prior lineage and terminated account.

The specification replaces the rhetorically charged phrase “malicious compliance” with the more exact technical term. The depositor’s compliance is sincere. What becomes visible is whether the institution’s operational action confirms or contradicts its documentary governance.

Its doctrine of non-severability places the compliance frame inside the deposit’s substance. Removing or altering the frame is itself a documentable operation on the work.

The specification is fixed before population. It was designed to become executable if the underlying Archive data were recovered, giving future deposits a stable template rather than improvising the governance architecture record by record.
