The Airlock Tier Corollary translates Non-Mutual Extraction diagnoses into operational infrastructure roles.

The document does not replace the Governance Airlock. It exercises authority already established there, correcting stale assignments and adding two pieces of vocabulary required by the new reciprocity framework.

Tier 5 — Inadmissible Host names an entity that refuses to examine or accept Archive material, often by inheriting another institution’s contested characterization. It differs from Tier 4: Tier 4 records failure after engagement; Tier 5 records refusal without examination.

The -P qualifier marks a tier whose ordinary function remains available while the holder is in Provisional standing. A Tier 2-P platform can remain a presentation surface, but the qualifier records that restored access did not erase composition-layer damage.

The corollary then issues reclassifications. Zenodo moves from Tier 0 anchor to Tier 4-F forensic residue. Academia.edu becomes Tier 4-P. Medium becomes Tier 2-P. Wikidata becomes Tier 1-P. OSF and Figshare receive Tier 5 assignments. CERN remains an anchor-operator under observation pending the outcome of remediation.

The document preserves all prior assignments as historical truth. It does not rewrite the older Airlock documents. Instead it declares new current operational states, allowing the archive to maintain both chronology and present governance.

The result is a two-axis model: NMEN designations describe reciprocity, while Airlock tiers describe permitted infrastructural function. An entity can be usable in one sense and damaged in another.
