Surface Weather Station v1.1.1 is the hardened specification of the Compositional Defiguration instrument and the stable protocol intended to govern multiple scan rounds.

It preserves the five-signal architecture while repairing the measurement conditions around it. A new query-level selection score distinguishes being retrieved from being selected without being named. Substrate breadth is counted by custody unit—operator, host, and data lineage—rather than page count. Every scan separates captured evidence from later annotation, allowing the same evidence to be rescored under future versions.

The protocol freezes two machine-readable objects: a canonical query battery and an expected-figure manifest defining the name, provenance, definition, hierarchy, anchor, and relations against which each public result is judged. It specifies RFC 8785 canonicalization so independent implementations can hash the same bytes.

Its decisive advance is the two-layer federated protocol. Layer A measures the world each substrate natively retrieves. Layer B distributes identical evidence to every substrate and measures coding agreement. This makes retrieval-stack divergence and interpretive divergence separately visible.

Version 1.1.1 also introduces a substrate-properties table, query-order controls, rate-limit logging, curator-supersedes-self-disclosure rules, identity-as-fact versus identity-as-register, ordinal governance thresholds, and a gated diagnostic for Healthy, Ghost Survival, Bystanding, and Total Occlusion.

The specification treats measurement as an act of scholarly sovereignty: a corpus no longer waits to be told whether it exists. It builds a repeatable instrument for observing how its figure moves through machine-mediated public knowledge.
