The Semantic Economy Valuation Protocol, deposit #1621 of the Crimson Hexagonal Archive (16 September 2026), is the parent specification of a five-part sequence and represents value before compressing it into scores, units or prices. Its first rule is that a number is not a value and a price is not a value, though either may represent one, and its foundational claim is that the ordering — value, then evidence, then representation, then compression — is not commutative, so that a price placed before the evidence object reverses the method. Numbers and monetary outputs are permitted throughout; what is withheld from them is ontological priority. The protocol operates on an explicitly evidence-bounded field rather than on any total field and carries the difference as remainder. Before compression it requires a bounded object with its exclusions declared, a ledger of value events with typed evidence statuses, a Value Field of thirteen coordinates in which unknown coordinates are recorded as unknown and never as zero, a value graph distinguishing direct, joint, architectural and operator value, operator value tested by counterfactual capacity where observable, three non-additive temporal modes carried from the enacted Constitution, provenance at the levels of fact, claim and framework, and a compression ladder whose stopping point must be declared rather than assumed. Its central distinction is a ladder that must not be collapsed: reception does not entail productive uptake, and productive uptake does not entail dependency. Encountering, ranking or summarizing an object is reception; an operator of that object becoming productive in a new context is uptake, and may be observed while causal acquisition remains unresolved; a later capacity materially depending on the object is dependency, which requires counterfactual degradation or costly substitution rather than resemblance. This version adds the requirement without which the middle term cannot be defended: uptake is separable from independent convergence only through distinctions the source supplies and nothing else in the field does, which means that for measuring transmission one leads with one's most singular claims rather than one's strongest. Fifteen anti-predation invariants govern a valuation, two of them added here. Inscription integrity, because the other thirteen were representational and none arithmetic, so that a valuation could satisfy them all and still rest on a product whose units do not close — as the sequence's own first worked audit does. And absence taken as absence of evidence, the converse of the rule forbidding resemblance to be promoted to dependency. The protocol also records a second conflict with the enacted Constitution's Article II, on a front separate from the one it already raised, and refers both rather than enacting either.
