The Measurement Stack (EA-SEMSTACK-01) joins the archive's measurement instruments into one architecture for the first time: magnitude (M_T, accountable magnitude M_T^π, normative value V_T) from the Semantic Deviation Principle; provenance (PER, Erasure Skew Ω, Atomic Token Preservation α_T, Referential Dispersal Π_d); rent (#449, Semantic Debt Ratio, extraction and compression-survival coefficients); and governance (Legibility Threshold, Measurement Sovereignty).

Its central result is that ΔE — the extraction term inside Glas's normative parameter W ≈ ΔC/(ΔC+ΔE) — has been an unfilled placeholder since the Semantic Deviation Principle, and decomposes into withholding, dispersal and substitution. It also withdraws the novelty claim of EA-SEMRENT-01 by locating the canonical rent formula at #449.
