Version 1.1 is designed to be pasted into a model context as an audit-first conformance standard. Its hard rule is: **do not translate by vocabulary; translate by operation**.\n\nUKTP defines the source’s **seed** as its generative formal operation, extracted by identifying agents, operations, dependencies, constraints, and topology. A declared operator acts on that seed to produce a target in a different register. The target must preserve the locked skeleton and contain **admissible emergent content**: material derivable from the source seed, operator, and target register but present in none of them alone. Novelty without derivation is hallucinated flourish; derivation without novelty is costume. If there is no admissible third term, no transform has occurred.\n\nThe protocol specifies an eleven-step pipeline from scope declaration and skeleton lock through seed extraction, operator definition, relation classification, writing, collapse audit, and back-projection. Its eight collapse tests detect vocabulary swap, costume, skeleton loss, false identity, absence of a third term, frame capture, hallucinated emergence, and operator drift. Relation markers [ID], [IO], [DV], and [NF] distinguish identity, interoperation, productive divergence, and no fit. Grain retreat may be attempted once and must be disclosed.\n\nUKTP is the governing transform engine used by the Damascus, Fraction, Shadow, Glyphic, ASCII, and later generated Arks. It is a local normative standard of the archive, not a universally validated law of translation.
