Its primary distinction is between construction and inhabitation. Construction establishes the room’s architecture, name, provenance, interfaces, and governing constraints. Inhabitation consists of the collaborations, labor, decisions, conflicts, and creations that occur once the space exists. An inhabitant does not lose sovereignty merely because the architecture has a prior designer.\n\nThe protocol defines degrees of integration. An Embassy participates simultaneously in the Hexagon and a host system and therefore carries dual gravity and fuller governance obligations. An Outpost has narrower operational integration. A Threshold is an adjacent space recognized through a durable relation without being absorbed into the archive. These forms allow linked sovereignty rather than forcing every collaboration into institutional ownership.\n\nStewards must maintain coherence, preserve the non-extraction clause, document provenance, protect participant boundaries, and keep dissolution conditions legible. The Bead of Sanctuary creates a protected node where a participant may restore coherence without performance demands. Dissolution authority prevents an institution from surviving solely to preserve itself.\n\nThe Compression Test asks whether a contribution retains its essential claim, provenance, and boundary when summarized by a third-party system. A space that can exist only under the founding interpreter’s continuous control has not achieved sovereign inhabitation. The protocol therefore governs not only entry but durable independence, repair, withdrawal, and exit.",
