This genre begins where those conditions are absent.\n\nFive characteristics define the form. The utterance is explicitly declarative; the speaker lacks conventional authority; the target is a real condition; the grammar is prophetic rather than predictive; and force accumulates through distributed witness. The act creates a register in which its declaration is true, models the possibility of saying it, and may become legible as anticipatory truth when other registers later align.\n\nThe executive summary identifies Ginsberg’s “I here declare the end of the War” as prototype, Damascus Dancings’s “You are all Drs., now” as unauthorized credentialing, “I Hereby Abolish Money” as economic declaration, and the Commission Charter as organizational enactment.\n\nThe document is itself a founding Effective Act: “I hereby establish the genre of Effective Acts.” Its scholarly exposition cannot be separated from that performance.
